It's possible. The cowl tag shows a Marina Blue/White Top Impala SS Conv, Bright Blue Interior with a tinted windshield.
I have seen one 66 Impala SS conv 396, 3 on the tree but not a 67.
Does it have the original engine?

I believe it does. I am doing this for a friend. The title is from 1974. All he gave me was the VIN and cowl tag info. I am going to have him recheck the cowl tag as he gave it to me with the info above all scrambled. I tried to put things in the right position. He may have missed a few things.
All I know is he told me it was an SS396 with three on the tree. I thought that was very odd. He was asking me if I knew how many were made. I said I would try to find out , so here I am. The car has been sitting along time and I havent seen it.
Thanks for the decode.
So it is possible that this is a 3 speed column shift SS396??

Yes it is. There would then be a blank plate in the console where the shifter would be. You could also get a 67 impala ss with a strato bench seat and 3 on the tree.
My uncle used to own a 67 impala SS396 conv, white with red strato (and power) bench seat interior and it had a TH400 on the column.
I have also seen a 69 impala SS427, burnished brown with a white bucket seat interior and it had a 3 on the tree and the console "delete" plate. It is really interesting when you see super sports with the shifter on the "tree".
