Help reading Timing Tab

I'm new to small block Chevy's. '63 with a 283/Powerglide, all stock as far as I can tell.

I've only ever timed VW engines with degrees on the harmonic balancer.

The timing tab is perplexing to me, and I can't find more specifics using forum search.

The tab looks to have a "O" and "A" and about 16 degrees of timing? Is the O a zero, indicating TDC? If so, where do I my initial timing to be on a stock motor?

Also, while messing with the disty, I noticed that the vacuum canister coming off of it hits the intake, won't let it move any farther counter clockwise. Is that normal?

Does it look like this? 0 is zero. I always put some paint in the groove on the balancer, and a line of paint on the tab where I want it timed. The lines are 2 degrees apart, so the 0 is long, and 10 degrees is longer as well.

Yup, that's the one.

I realize it's not written in stone, but where is a starting point using this tab? (stock 283 etc)

I believe 4 degrees BTDC is stock. I can check my 65 manual if you need me to.
