"air" control cable frozen

Can anyone give me a tip on how to free up my "Air" control cable. It appears to be stuck. It is a non AC '64. I couldn't really see on the top of the heater box to see where the end is or how to take it off. I just picked up the car a few weeks ago. Thank you.

Remove the control panel with the cables and soak them in a phosphate based penetrating oil. May take repeated applications to get the rust out of the cable.

Mine was as well but when working under the hood I bent the bracket down just a little making it where it couldn’t move. Look up top, above your distributor for a cable and make sure it’s not bent just a little.
