64 Tail Lights stay on

When I first got my 64 Impala Convertible the tail lights stayed on if the vehicle had power and the headlights didn’t work at all. Over the Winter storage the turn signal switch went bad. Lost brake lights and turn signal on the same side. When that issue was occurring the tail lights worked properly, still never had headlights at anytime. Fixed the turn signal switch within the column and have working brake lights and turn signals, but the tail lights stay on again, and of course still no headlights.

My only idea is the headlight switch. Any input or ideas is greatly appreciated.

Maybe the tail lamp relay is stuck.

Don't know how things are in Makati the Philippines now, but our American cars don't use Muffler bearings or Lamp relays. I know you are now knee deep in used Jap cars but once upon a time their used to be Chevy in the Philippines back when everything was still in black and white.
