1965 Rear Quarter Panel Repair

Looking for some suggestions on how to deal with this repair. I've had the car for close to 20 years, third owner. The ole lady my buddy bought the car from tore up the passenger side pulling in her garage probably 30 years ago. Over the past 5-10 years, the car has been getting surface rust on the rear deck & roof, so I wanted to try and fix that, prime, then paint. There's been a small crack on the rear passenger side rear quarter that I expected to be a rust spot. As I started sanding, the crack got longer and so did the amount of filler I found. It also had two kinds of filler, a greenish/grayish filler and the standard pink stuff. This spot with the greenish/grayish stuff was pretty thick and didn't sand easily. It only cracked where there was surface rust, I'm guessing because of the two holes which allowed moisture to get in. (?). The rust ended up being surface rust and came right off. If I try to cut it out and weld a new piece in, chances are it would look worse than it already does with my experience. What ever route, I'll be doing the work Thoughts? and as always...Thanks!
