74 Caprice Top Stuck

My top gets stuck going up, I have to manually lift the top up after unhooking the cables. I noticed the driver side arm is pretty much touching the actuator gear. Which is causing the top to not come up freely. Also once the top is up I have to pull down the frame so it will line up and latch. The passenger side has no issues what so ever. Does anyone know which bolt provides side rail adjustments?

I would check every bolt and nut to be sure they are secure. I would oil every hinge or pivot point and check the fluid as you may be low causing it to stop. A little push to help a top line up to the windshield is not unusual.

It's the arm that is closest to the back seat, touching so it doesn't even go up 1/4 of the way on it's own.
