Are there cross flags on the grill emblem or just a bowtie?
If both emblems are cross flags and look original I would guess it's a 348 car.

Yes I think it could be mounted to a tilt column. It fit on mine even with the column shift. I did have to remove one of the nuts that holds the cup on in order to rotate the bracket to the position...

I have 2 heater cores with no pads under the straps. So I don't think so but after all these years they could have tampered with. Thats the best answer I can offer.
