I know the Cadillac used a unit, I think they called it the "Magic Eye" to automatically lower high beam to low beam as an oncoming car approached. I don't remember anything like that for Chevrolet. Also remember the unit used to check for red/green light when cars had the visors attached to the front of the roof, but never saw anything like this.

"Magic Eye" it is. Designed to dim the high beams when light intensity rose high enough to trip the photo sensor. Vacuum tube powered circuitry in an age before transistors existed in anything but military jets (top secret) and Japanese import radios known only to hobbyists making crystal radios. I believe it was a dealer installed option rather than a factory original piece.

Thanks Big Dave, see i'm 80 years old and still learning. My dad had a 51 Cadillac and it had the magic eye. It was quite the thing back than.
