My friend has 71 Chevelle so I guess I could stop by and compare. Hopefully 71 Chevelle is not that much different than 70.
kick panel interchange
sheetmetal stampings for body/cowl/kickpanel areas should be different between 65-70 B and 68-72 A Fisher bodies.

I haven't had a chance to compare the kickpanels yet. My friend can't find them in his garage 
I know this is super old thread but no they are not the same, little differences at least between a 68 impala and a 70 chevelle enough to not fit at allI am just browsing Ebay and those kick panels look pretty much the same as mine:
